Responsibilities
Monitor and evaluate all grant expenditures
Conduct ongoing cost analysis and provide recommendations to Program Leadership and for resource optimization
Prepare regular financial outcome reports and ad-hoc analyses
Communicate weekly with Program Managers regarding spending status, and projections
Develop financial models to provide decision-makers with FEMA-compliant cost metrics and program trends
Serve as primary contact for HHSC fiscal monitors and FEMA financial auditors for this grant billing
Ensure compliance with FEMA Public Assistance, Individual Assistance, and other federal program guidelines for this grant
Meet with supervisors monthly to review spending plans and budget accountability
Provide training and coaching to supervisors and program staff on FEMA financial compliance
Prepare and submit monthly billings to funder and ensure FEMA-aligned documentation supports reimbursement
Reconcile billed amounts to expenditures, ensuring proper documentation
Demonstrate exceptional customer service by ensuring financial processes support survivors, families, and Veterans
Perform other responsibilities as assigned in support of program success and organizational needs
Qualification
Required
Bachelor's Degree in Accounting, Finance, or related field required
3+ years financial analysis/billings experience
Driver's License with clear record
Must pass criminal background checks; must be available to work nights, weekends, and holidays as required
Preferred
Direct experience with FEMA financial guidelines, federal cost principles (2 CFR 200), and government funding compliance strongly preferred
Experience in grant-funded programs strongly preferred
