HUMAN RESOURCES SPECIALIST (RECRUITMENT/EMPLOYEE RELATIONS)
USAJOBS is seeking a Human Resources Specialist focused on Recruitment and Employee Relations. The primary purpose of this position is to provide a full range of management advisory services and assist in employee relations for assigned organizations.

Responsibilities
Provides a full range of management advisory services, internal and external recruitment efforts between AFPC and local managers
Provides Employee Relations assistance to managers for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature
Manages assignments and/or projects
Prepares written correspondence and other documentation

Males must be registered for Selective Service
Must be able to obtain and maintain a Secret Clearance
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems
Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement
Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position
Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position
Knowledge of fundamental Federal HR affirmative employment and recruitment principles, policies, practices, methods, and analytical techniques
Ability to interpret and analyze basic issues of fact and law, select the appropriate basic, legal, and regulatory provisions applicable to each situation and locate appropriate and applicable precedents and legal documentation
Knowledge of the fundamental principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues
Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment
Skill in gathering, analyzing, and drawing conclusions from information
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations
Ability to identify, gather and analyze numerous facts and allegations, specific phases of common, well-precedented, and/or recurring cases or situations and draw conclusions from information to prepare clear explanations of facts to determine applicability to the cases or situations
