Engineer Technician I/II
Washington County is responsible for public works and engineering projects, and they are seeking an Engineer Technician I/II to support essential engineering work in design and traffic operations. This role involves reviewing construction plans, coordinating with contractors, and performing engineering calculations and surveys.

Responsibilities
Reviews and interprets construction plans and calculates necessary field notes
Participates with other staff, vendors, contractors, and utility companies to maintain objectives and schedules of the County roadway construction projects
With supervision, monitors and inspects the progress and construction methods to ensure projects meet specifications; communicates and resolves field problems with contractors, staff, utility companies, residents and others
With supervision, oversees and ensures contractor materials and construction processes, and final work is performed to meet the plans and contract including all applicable local, State and Federal specifications, standards and laws and conforms to accepted engineering standards and department practices
Attends pre-construction meetings and coordinates project schedule with contractor and others
Ensure project traffic control plans are followed and implementation of appropriate work zone traffic control to ensure safe work zones for both the worker and road users
Maintains construction records; assists in preparation of change orders, partial cost estimates and final project documentation
Performs complex surveys including topographic and vertical control, cross-sectioning and all types of construction staking; performs duties of survey Party Chief as needed
Identifies and resolves field problems with other staff
Perform engineering calculations and design for County infrastructure improvements (horizontal and vertical alignments, cross-sections, right-of-way and material quantities)
Coordinate and prepare construction plan documents, layout plan format and content
Prepare project cost estimates and special provisions
Compile, develop and maintain the Public Works asset management geographic and attribute databases
Collect, change, convert and project data to work with electronic data from other agencies
Collect GIS field data using GPS equipment for the Public Works Capital Assets programs; Perform surveys (GIS data collection, preliminary, route, topographical, hydraulic and construction, etc.)
Assist in the development and implementation of standard GIS procedures, programs and processes for asset management program
Perform field measurements of horizontal coordinates, elevations and highway alignments for the GIS system and verify the accuracy of the data collected
Inspect traffic signal systems to determine if all components are functioning as intended to accommodate pedestrian and vehicle traffic
Provide routine and preventative maintenance to signal systems
Diagnose malfunctioning traffic signal systems by isolating problems to specific pieces of equipment in the cabinet, field hardware or connecting cables
Repair malfunctioning electronic traffic signal system equipment by using standard and specialized test equipment
Maintain tool and testing equipment for repair and diagnosis of electronic traffic signal equipment
Perform field locates for underground county-owned utilities per Gopher State One Call requirements
Operate maintenance equipment including overhead personal lift vehicle, hand and power tools and electronic test equipment
May respond for emergency situations such as traffic signal damage caused by traffic accidents or storms
Qualification
Required
High School Diploma
Post-secondary training in civil engineering, drafting, land surveying, or highway construction desirable
Ability to obtain appropriate MN/DOT certifications within twelve months of employment
Must have own means of reliable transportation for business purposes
Individuals operating a motor vehicle for county business must possess a valid driver's license

Preferred
Post-secondary training in civil engineering or highway construction or suitable work experience in highway construction
