BHASO Fund Manager
NEOGOV is seeking a skilled and collaborative BHASO Fund Manager to support the Behavioral Health and Recovery Division. This role oversees BHASO fund administration, ensures fiscal compliance, and provides strategic financial guidance to advance behavioral health programs.

Responsibilities
Lead contract administration and approvals: Oversee BHASO contract allocations, review and approve contract terms, and ensure accurate period-by-period allocations for County reporting
Manage POETA coding and financial tracking: Maintain the BHASO Fund’s Project, Organization, Expenditure, Type, and Activity (POETA) structure to guarantee correct cost allocation and seamless reporting
Prepare and deliver timely financial reports: Produce and distribute fund- and initiative-level spending reports on a prescribed schedule, including HCA quarterly Revenue & Expenditure reports and the Non-Medicaid Spending Plan
Maintain biennial budget history and forecasting: Track fund-level budget history with initiative detail and develop forward-looking spending plans that reflect operational needs and trends
Monitor budgets and spending plans: Reconcile actual expenses to spending plans, identify underspending or shortfalls, and recommend appropriation adjustments when needed
Provide strategic financial advice: Advise BHASO Program Teams and DCHS senior leadership on fund and initiative appropriations, drawing on operational experience and current financial trends
Conduct financial research and cost analysis: Perform targeted research and estimate operating/administrative costs to support business decisions, budget development, and fiscal planning
Coordinate cross-functional communications and meetings: Collaborate with BHASO Program Teams and internal/external partners and represent finance in routine and ad hoc meetings related to fund and initiative management
Qualification
Required
Bachelor's degree in accounting, finance, business administration, or equivalent professional experience that demonstrates strong fiscal judgment and technical competence
Energetic, approachable, and skilled at building relationships; proven success communicating clearly with diverse internal and external stakeholders
Deep understanding of budgeting, managerial and financial accounting, and Generally Accepted Accounting Principles (GAAP) to guide sound fiscal decisions
Advanced experience with financial information and management systems, plus the analytical tools needed to turn data into actionable insight
Practical knowledge of contract administration, fund coding (POETA), and the mechanics of allocating and tracking resources
Familiarity with human service programs, funding streams, policy requirements, and the nuances that shape program budgets
Hands-on experience processing, reconciling, and troubleshooting complex financial transactions with attention to accuracy
Intermediate to advanced Microsoft Excel skills for modeling, reporting, and streamlining financial workflows
Excellent verbal and written communication skills, able to translate technical financial information into plain language for varied audiences
Preferred
Master's degree in accounting, finance, business administration and/or equivalent education and experience
Knowledge of county programs, funding sources, policies, and requirements
Experience with mental health/behavioral health industry
Experience with Oracle/EBS, Hyperion, Oracle, and Tableau reporting systems
