Supervisory Library Technician (In-Processing)
The Library of Congress is seeking a Supervisory Library Technician for the In-Processing Section of the Copyright Office. Responsibilities
Supervises a group of employees performing work up to the GS-09 level
Provides administrative and technical supervision necessary for accomplishing the work of the section
Performs the administrative and management functions relative to the staff supervised
Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Provides advice and counsel to workers related to work and administrative matters
Establishes guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance appraisal system
Observes workers' performance and conducts work performance critiques
Provides informal feedback and periodically evaluates employee performance
Resolves informal complaints and grievances
Develops work improvement plans, recommending personnel actions as necessary
Effects disciplinary measures as appropriate to the authority delegated in this area
Reviews and approves or disapproves leave requests
Ensures staff are fully trained in accomplishing their tasks, answering questions and following up to ensure that the work is done accurately and in a timely manner
Assures that subordinates fully comply with the provisions of the safety and security regulations
Serves of interview panels for hiring candidates for positions in the unit
Recommends appointment, promotion, or reassignment to positions
Identifies developmental and training needs of employees, providing or arranging for needed development and training
Communicates with other In-Processing Section supervisors and staff regarding service requests received within the Section regarding topics not limited to identification, condition, processing, routing, or other activities related to the work of the Section
Communicates with the Out-Processing Section staff regarding service requests that require their action for resolution
Communicates with the other US Copyright Office directorates regarding walk-in service requests to receive information and ensure all elements are complete for processing
Communicates with Registration and Policy Practice (RPP) directorate and Recordation Division (REC) regarding special requests, expedited actions, and processed actions
Communicates with RPP and REC regarding processing inquiries or issues that require processing changes or enhancements as a result of varying external and internal modifications that impact the work of the Section
Communicates with Library Collections and Services Group Service Unit on processes for material markings and security measures standards established and maintained by this Service Unit for the agency
Communicates regarding safety and security conditions or issues with US Copyright and agency liaisons, and provides response to inquiries and investigations
Communicates with other custodial directorates and divisions within the Library and US Copyright Office regarding items received and their custodial determination
Handles most complicated, specialized, or time-sensitive submissions
Reviewing submitted service requests with accompanying materials to determine ability to process
Routing if unable to process
Creating electronic record of received service requests to include all received material
Preparing, marking and tagging of material received to include Ibal (item, barcode, accession, label), edge stamp, redaction, and security strip installation
Routing processed service requests to custodial unit for action
Searching a variety of unintegrated and incomplete monitoring and records systems for information on status of service requests for processing or routing
Searching for received materials within the processing and hold areas for processing, action or status updates
Provides recommendations to Section Head and Division Chief on operational issues
Collaborates with Division Chief, Section Heads, and/or other supervisors on organizational and cross-organizational processes to define efficient and effective manner to perform organizational activities

Required
Ability to supervise and lead a diverse workforce
Ability to serve as a liaison and interact collaboratively with others
Ability to search and analyze copyright files and databases using knowledge of the registration procedures
Ability to communicate in writing
Ability to organize, plan, direct, and review the work of staff
Ability to communicate effectively others than in writing
