Network and Infrastructure Technical Program Manager

Responsibilities
Develop a deep understanding of data center construction, design, commissioning, and delivery—including mechanical, electrical, plumbing (MEP), low-voltage systems, OFCI equipment, building controls, and power infrastructure
Apply knowledge of data center standards, TOC sequencing, and mission-critical methodology to drive efficiency and reduce risk across every phase of construction
Own the entire project lifecycle — from planning, scope alignment, risk mapping, budgeting, scheduling, commissioning, and handoff to operations
Drive safety, quality, cost, and schedule adherence while holding stakeholders accountable and proactively removing roadblocks
Collaborate closely with Overwatch Project Delivery, Engineering, Commissioning, and Recruiting Teams—ensuring alignment on manpower, schedule, staffing strategy, change orders, and scope execution
Work as a primary interface between Overwatch, the General Contractor, OFCI vendors, commissioning agents, trade partners, and the client project team
Contribute to the development of standard operating procedures, best practices, dashboards, and project tracking tools that can be replicated across future builds nationwide
Support Overwatch’s mission to create scalable, standardized, repeatable delivery models across multiple clients and markets
Projects are delivered safely, on-schedule, and within budget—without compromising quality
Risks are identified before they become problems
Communication flows cleanly across all layers—from field teams to executive stakeholders
Overwatch client teams view you as a trusted operator and strategic partner

Qualification
Required

Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain
Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis
Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces
Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors
Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments
Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required
Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity
