PERSONNEL PROGRAM OFFICER (LABOR RELATIONS) - DOWNTOWN, OAHU

NEOGOV is seeking a Personnel Program Officer in the Labor Relations Division of the Department of Human Resources Development. The role involves representing the Director in collective bargaining negotiations, handling employer-level grievances, and providing advice on labor relations and performance appraisal systems.

Responsibilities

Representing the Director of the Department of Human Resources Development in collective bargaining negotiation sessions
Serving as the spokesperson for designated bargaining unit(s)
Participating in the development of employer proposals and counter proposals on cost and non-cost demands made by the unions
Conducting research and special projects essential to collective bargaining negotiations
Receiving employer-level grievances, meeting with union representatives and/or grievant(s) to discuss grievances and preparing recommendations for adjustment or denial of grievances
Providing advice and assistance to departmental representatives on the proper and timely handling of grievances at the division and department levels
Preparing answers to questions raised by departmental representatives on specific contract provisions and meeting with departmental representatives to explain contract provisions and to discuss labor relations problems and solutions
Providing advice and assistance on the State's performance appraisal system
Conducting labor relations training for supervisors, departmental personnel staff, and others
Disseminating current, accurate and uniform interpretation of applicable provisions contained in the rules and regulations
Making recommendations on proposed personnel legislation and draft testimony
Perform other related duties as assigned

Required

LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Education: A bachelor's degree from an accredited four-year college or university
Specialized Experience: Three and one-half years of experience in one or any combination of personnel management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations
Staff Specialist / Supervisory Experience: Applicants must have had one year of either Staff Specialist or Supervisory Experience in the area of labor relations
Selective Certification - Labor Relations Experience: Of the three and one-half years of Specialized Experience described above, at least one year must have been in the field of labor relations which included one or any combination of the following labor relations functions: identifying possible alternatives and solutions in resolving labor relations problems; interpreting collective bargaining contracts; conducting staff work for negotiations sub-committees; compiling and analyzing data and information for contract negotiations; drafting suggested language for collective bargaining provisions; and providing advice and assistance on the proper and timely handling of grievances
