Responsibilities

You will be responsible for administering all aspects of the Department of Navy’s Federal Employee Compensation Act (FECA) program
You will review, analyze and interpret injury compensation standards established by Congress and the Department of Labor as well as implements injury compensation regulations (DOD and OCHR) policy
You will prepare reports and statistics on injury compensation using the Employees’ Compensation Operations and Management Portal (ECOMP) and continually updates and maintains the Defense Injury and Unemployment Compensation System (DIUCS)
You will review FECA claim cases during initial and post-injury phases to monitor the use of continuation of pay and to ensure that only substantiated and eligible injured workers are placed on the OWCP compensation rolls
You will provide technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience applying comprehensive knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations
Experience applying complex fact findings, problem solving and techniques to resolve complex problems related to OWCP, FECA and unemployment
Experience organizing and delivering briefings to upper-level management, both within HRO and the Shipyard, alongside employees to encourage the understanding of Federal Workers Compensation
Experience applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience assisting in applying comprehensive knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations
Experience assisting in applying complex fact findings, problem solving and techniques to resolve complex problems related to OWCP, FECA and unemployment
Experience assisting in organizing and delivering briefings to upper-level management, both within HRO and the Shipyard, alongside employees to encourage the understanding of Federal Workers Compensation
Experience assisting in applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions
Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to such a degree OR Possession of a LL.M., if related to this position being filled
