Management and Program Analyst (Budget and Procurement)

Responsibilities
Providing expert level advice, execution, and forecasting on the budget functions of the division
Serving as the trouble-shooter, providing guidance on problems not susceptible to resolution by accepted methods
Coordinating budget activities for CBP NRD leadership, supporting staff, advising and providing analytical support on problem definition, planning methodologies, policies, and procedures
Serving as a Contracting Officer's Representative (COR) and working as a liaison with the Contracting Officer and programs providing procurement guidance and recommendations
Conducting studies concerning organization-wide and/or government-wide management issues

Primary U.S. residency for at least three of the last five years

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/02/2025

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, conducting studies, analyzing findings and making recommendations on substantive operating programs, preparing project papers and staff reports and organizing briefings to managers to encourage understanding and acceptance of findings and recommendations, conducting detailed analyses of complex functions and work processes including: examination of acquisition standards; past, present, and programmed contracting workloads; nonproductive time; and deviations from standards to determine validated procurement requirements
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as identifying and proposing solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate, planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied, developing resource (Contracting & Procurement) guidance for subordinate activities and performing continuous appraisal of the utilization of Agency resources in accomplishing program objectives and goals, developing new approaches to identifying meaningful workload factors and performance quality levels and determining accurate measurement techniques
