Supervisory Health System Specialist (Compliance Officer)
The position is located at the Veterans Administration in Salisbury, NC, within the Corporate Compliance Office. The Chief, Corporate Compliance Office is responsible for overseeing comprehensive risk management programs and ensuring compliance with healthcare regulations.

Responsibilities
Serves as the supervisor for an office engaged in comprehensive risk management for the medical center and includes the following programs: Controlled Substance Coordination, Privacy/FOIAs, Research Compliance, Investigations Coordination, Compliance, and Integrated Ethics
Establishes performance standards and evaluates the performance subordinates, makes determinations on grievances, recommends training, approves leave
Develops, formulates, codifies and communicates Compliance Causation and Corrective Action Plans in response to identified areas of risks for all areas with the SVAHCS
Initiates investigations of high-level and unprecedented issues of non-compliance
Participates in, or acts as a consultant to, Administrative Boards of Investigation (AIB) within the facility on compliance and business integrity issues
Ensures complete and accurate diagnostic and procedural coded data is achieved for the purposes of research management, outcomes and statistical analysis, financial and strategic planning, reimbursement and quality of care
Reviews periodic reports with senior management detailing compliance initiatives throughout the year as well as recommendations for improvements in the overall compliance program and/or operational compliance activities
Performs other duties as assigned

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible analytical or administrative, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Preferred
Assisting with or conducting compliance reviews, audits, or investigations to ensure adherence to federal laws, regulations, and organizational policies. Applying knowledge of healthcare regulations, accreditation standards, ethics, and compliance requirements (e.g., HIPAA, OIG, Joint Commission, or similar frameworks)
Drafting or contributing to policies, procedures, or guidance documents that support organizational compliance and risk mitigation
Collecting, analyzing, and reporting compliance-related data; preparing findings, summaries, or recommendations for leadership
Coordinating training and education programs on compliance or ethics requirements for staff at various levels
Supporting the development of corrective action plans and monitoring follow-up activities to ensure sustained compliance
Communicating effectively with executive leadership, service chiefs, managers, and external regulatory bodies to resolve compliance issues
Experience working in a healthcare system or large, complex organization with oversight responsibilities. Demonstrated ability to conduct risk assessments and implement compliance monitoring tools
Familiarity with VA, federal healthcare, or corporate compliance frameworks. Experience presenting compliance findings to governance boards, executives, or oversight committees
