The State of Hawaiʻi is seeking Purchasing Specialists for their Department of Accounting & General Services. The role involves managing the purchasing of goods and services for various state departments and developing technical specifications for procurement processes.

Responsibilities

Performing and/or supervising and managing the purchasing of a wide variety of goods and services for the departments throughout the State

Technical resource and administration of the purchasing of a wide variety of goods and services utilizing all methods of procurement

Developing detailed, technical specifications

Purchasing goods and services for individual agencies, on request

Preparing contracts for common use commodities

Establishing price/vendor lists for these items for use by all agencies

Independently performing the full range of moderately difficult purchasing and specifications development work

Making analysis of users' requirements and preparing appropriate specifications, terms and conditions

Serving as a specialist making full range and variety work in procuring and establishing standards and specifications for commodities and services

Assisting in guiding lower level specialist

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States

Education: A bachelor's degree from a regionally accredited four-year college or university

Specialized Experience: Level III: One and one-half years, Level IV: Two and one-half years

Progressively Responsible Work Experience In Purchasing Which Involved working with users, vendors, contractors and service providers in identifying, clarifying and specifying requirements of products or scope of work for services to be performed

Progressively Responsible Work Experience In Purchasing Which Included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability

Progressively Responsible Work Experience In Purchasing Which Demonstrated an understanding and use of common purchasing resources

Such experience must also have demonstrated knowledge and application of the various methods of procurement processes, and the ability to respond to inquiries regarding the competitive procurement process
