Responsibilities

Serves as the installation Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DoD) requirements, developing and managing prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs, as directed by the commander
Ensures the development and implementation of prevention programs relating to sexual assault
Develops, implements, and maintains an installation victim support system which must address a wide variety of issues and problems
Serves as the installation commander's consultant for all sexual assault issues and represents the commander and vice commander on committees, working groups, conferences, and community meetings
Performs supervisory personnel management responsibilities for a limited staff of one to two employees (1-mil and 1-civ)

If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement
This position is subject to provisions of the DoD Priority Placement Program
The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
Employee must maintain current certifications

Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only
Work may occasionally require travel away from the normal duty station on military or commercial aircraft
This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
BASIC REQUIREMENT: Degree in behavioral or social science; or related disciplines appropriate to the position
OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 level or higher or equivalent in other pay systems performing duties of a Sexual Assault Prevention and Response Program Manager
Examples of specialized experience include comprehensive and thorough knowledge of laws, regulations, policies, issues, etc., relating to sexual assault, victim advocacy, and other acts of interpersonal violence to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program
Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program at an Air Force installation
Thorough knowledge of laws, regulations, and practices relating to privacy of information
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of total ASAP Drug Demand Reduction Program to include the functional areas of biochemical services, prevention and education services, Risk Reduction services, Employee Assistance Program services, Community Health Promotions services and resiliency skill building
Knowledge of safety and security regulations, practices, and procedures
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
Ability to communicate effectively, both orally and in writing
Must have a managerial role of substance abuse, social services, risk reduction, employee assistance and drug testing programs. Knowledge of social science, social work principles and family systems theories and ability to apply those in educational needs assessments and coordination processes
Ability to maintain and safeguard non-clinical biochemical and EAP records
Knowledge of DoD Directives, Army regulations and pamphlets, laws and executive orders specific to substance abuse program, Community Health Promotions Program and Employee Assistance Programs and policies

Preferred

A degree or equivalent experience in the behavioral sciences or social work is desired
