Responsibilities
Lead requirements gathering sessions with stakeholders and subject matter experts
Analyze business processes, workflows, and systems to identify improvement opportunities
Translate business needs into clear, detailed, and testable functional and technical requirements
Create documentation including business requirements, user stories, use cases, process maps, and data models
Act as a liaison between business units, IT teams, and external partners to ensure alignment on solution design
Support project planning, change management, and implementation efforts for new systems or enhancements
Develop and execute test plans; assist in user acceptance testing (UAT)
Prepare reports, dashboards, and data visualizations to support decision-making
Monitor performance metrics post-implementation to ensure benefits realization
Mentor junior analysts and contribute to the development of BA best practices and standards
Qualification
Required
Requires a bachelor's degree in computer science, Information Systems, Business. One year of related work experience may be substituted for each year of required education
Exceptional knowledge or understanding of the procurement business process
Extensive knowledge or understanding within the DoD procurement systems and performing process improvement, business analytics, gap analysis, corrective actions, standard operation procedures (SOP) development, and/or Policy development, Project Management, Estimation, and Planning
Knowledge or understanding of IT systems functional analysis, requirements design, test development, and test execution
Demonstrated knowledge or understanding with the software development lifecycle
Strong written and oral communication skills
Experience in working both independently and with a team to solve problems
Self-starter with initiative and aptitude to quickly learn and put new skills to use
Experience working in one-on-one, small group, and large group settings to facilitate and support the contract requirements
Knowledge or understanding in preparing and presenting systems training to users
Active Secret required
