Human Resources Specialist (Labor and Employee Relations)

Responsibilities
Provide expert advisory services to high level regional and field managers on a wide-range of personnel actions which are often sensitive and extremely difficult in nature that impact employee relations functions and programs
Provide expert labor relations advisory services and technical guidance to high level regional and field managers on issues that impact labor relations functions, grievance procedures, arbitrations and unfair labor practice charges and programs
Research, interpret, and apply all applicable USCIS, DHS and OPM guidelines, policies, case law, etc., and the national Collective Bargaining Agreement and other negotiated agreements, to provide authoritative technical guidance and advice
Advise in the resolution of operational issues from new legislation on labor relations policies, deviation from standard practices, application of vague personnel policies or the absence of precedent to complex and controversial problems
Serve as an agency advocate for arbitration cases occurring across LER Operations for matters such as employee discipline, adverse actions or disputes concerning the Union contract
Coordinate with other human resources functions and high-level management to develop solutions to situations affecting numerous inter-related personnel issues
Review policies and procedures to ensure consistency in application
Recognize problems and recommend changes to established procedures and practices or alternative approaches to resolve complex or unusual issues and problems
Qualification
Required
You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure
You must pass a drug screening
You must submit resume and supporting documentation
Males born after 12/31/1959 must be registered with the Selective Service
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position
