FUTURE OPPORTUNITIES: Program Finance and Operations Analyst (Federal GovCon)

They are seeking an experienced Program Finance and Operations Analyst to support financial and operational activities for government contracts, ensuring compliance and effective resource management.

Responsibilities
Act as the primary financial controller for a major implementation program, responsible for all financial tracking, reporting, and forecasting activities
Develop and maintain detailed program budgets, spend plans, variance analyses, and cost projections, ensuring adherence to funding ceilings and performance periods
Collaborate with the program and company leadership to support financial decision-making and optimize resource allocation
Prepare accruals, revenue forecasts, and burn-rate analyses to ensure fiscal integrity and resource/timeline optimization across all task orders
Track and report on staffing utilization and burn rates
Partner with company finance team on invoice reconciliation and other program financial metrics
Support day-to-day program operations, including timekeeping and time approval compliance and charge code management (in both Unanet and client/project-specific systems)
Coordinate travel communications and authorizations between client and resources, and play key role in expense reconciliations, ensuring compliance with all contract guidelines and company policies
Track and ensure compliance with all program-related training and clearance requirements for personnel assigned to the contract
Coordinate submission and validation of resumes for LCAT verification and personnel audits
Serve as the operational point of contact for partner and client administrative requests, ensuring timely and accurate responses
Support the program leadership team with resource onboarding/offboarding processes
Work closely with internal teams including Finance and People Operations to ensure cohesive program execution, while also identifying opportunities to streamline internal processes, improve financial accuracy, and enhance delivery efficiency
Support additional program operational, project management, reporting, and communication needs as directed by the program leadership team
Qualification
Required
5 to 10 years of experience in program finance and operations – must have experience in a government contracting environment (federal experience is strongly preferred). (9+ years of related experience is required in lieu of a Bachelor's degree)
Proficiency with Unanet or similar ERP/timekeeping systems used for cost tracking, time management, and labor charging
Strong financial acumen with a solid understanding of FAR/DFARS, cost accounting principles, and government contracting practices
Advanced Excel and data analysis skills; familiarity with Power BI or similar reporting tools a plus
Strong attention to detail, organization, and the ability to manage multiple priorities
Excellent written and verbal communication skills and the ability to work effectively across program and corporate teams
US Citizen with the ability to obtain and maintain a public trust government clearance
Preferred
Prior government contracting experience is required (with federal contracting strongly preferred)
Experience with Unanet is strongly preferred
Familiarity with professional services for large-scale technology implementations is a plus
