Responsibilities
Coordinates prehearing conferences, settlement discussions, and other case resolution processes as assigned by the Chief Administrative Law Judge
When designated, may issue final and binding hearing decisions
Engages with team members to maintain timely and appropriate case scheduling
Reviews new legislation, regulations and other developments that have an impact on the conduct of hearings or on hearing decisions, and studies court cases having an impact on the hearing process. Drafts summary of these changes
Provided legal support in drafting final decisions, orders, composing research memoranda, and updating procedural and substantive legal templates
Assists the Chief Administrative Law Judge in establishing and maintaining policies and procedures to ensure the most efficient processing of requests for hearings
Ensures the timely scheduling and disposition of hearing cases. Reviews hearing decisions to ensure that law, policies, and procedures are applied correctly
Compiles monthly data sets for monthly operation and compliance reports
Develops and facilitates training for the agency under the supervision of the Chief Administrative Law Judge including the drafting of training materials, track staff participation and implementation of training initiatives
Serve as a representative of the Chief Administrative Law Judge before counsel or other stakeholders
Other duties as assigned by the Chief Administrative Law Judge
Qualification
Required
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law
Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience in the trial of issues in courts of record or in the conduct or trial of adversary proceedings, quasi-judicial in nature, before a governmental department or agency
Preferred
Minimum 3-5 years of post JD legal experience with two years in litigation or judicial clerkship
Demonstrated ability to produce high quality legal work under tight deadlines (e.g., 5+ memos, orders, or decisions per week during high volume periods.)
Experience working directly with judges or court personnel in a professional legal capacity
Demonstrated experience managing a caseload of 20+ cases concurrently with deadlines for motions, prehearing conferences, and legal research
