Director of Quality Improvement and Compliance
MonmouthCares is seeking a Director of Quality Improvement and Compliance, a strategic leader focused on enhancing systems and outcomes for children and families. This role involves leading Continuous Quality Improvement initiatives, ensuring compliance with regulations, and overseeing technology systems to support effective service delivery.

Responsibilities
Lead our Continuous Quality Improvement (CQI) strategy, designing, measuring, analyzing, and refining processes that drive better outcomes for families
Develop and monitor KPIs, dashboards, and quality measures to inform decisions and strengthen service delivery
Ensure compliance excellence, upholding the highest standards of ethics, privacy, regulatory alignment, and documentation integrity
Build a culture of learning and accountability, empowering staff through clear systems, transparent data, and effective feedback loops
Use supportive technology tools to streamline workflows, improve quality, and increase operational consistency across the organization
Design and lead MonmouthCares' Quality Management System (QMS
Help the organization define and track KPIs, analyze performance data, and lead improvement projects
Coach staff in quality improvement methods and foster a culture of learning
Adapt Wraparound Fidelity Assessment Systems to measure and improve outcomes
Serve as MonmouthCares' Corporate Compliance Officer, ensuring policy adherence and risk mitigation
Develop and manage compliance programs to meet HIPAA, Federal Deficit Reduction Act, and DCF-CSOC standards
Lead internal audits, investigations, and reporting while maintaining readiness for external reviews
Facilitate compliance Board Committee on goal setting and partner with state and federal stakeholders
Oversee all agency technology systems (networks, telecommunications, hosted applications, EHR, SharePoint, Power BI, cybersecurity)
Partner with vendors to ensure systems are secure, efficient, compliant and aligned with agency goals
Develop a technology roadmap and explore emerging tools to strengthen care management and productivity
Ensure staff training in cybersecurity and optimal use of digital tools
Supervise a team of three (3) across quality, systems, and data functions
Build organizational capacity for systems thinking, process improvement, and cross-functional collaboration
Foster a culture of accountability, innovation, and continuous learning
Champion MonmouthCares' Wraparound values of family voice, strength-based planning, and cultural humility
Qualification
Required
Bachelor's degree in science, technology, business, or related field
5+ years' leadership experience in quality management and improvement, ideally in a mission-driven or human services organization
Experience with compliance programs and frameworks (HIPAA, Federal Deficit, Reduction Act of 2005, and/or Center for Medicare & Medicare Services Payment Error Rate Measurement, etc.)
Experience managing technology infrastructure in a 100+ person organization with various technology vendors
Demonstrated success leading technology-driven organizational change projects
Strong people leadership skills – you know how to coach, collaborate, and inspire
Preferred
Master's degree
Knowledge of methodologies such as Six Sigma, Lean, Agile, or Human-Centered Design
Work with ISO, Baldrige, CARF desired
Experience with Microsoft 365 (SharePoint, Power BI, Teams) and EHR systems
