The State of Hawaiʻi is conducting a recruitment for a Senior Health Care Data Analyst. This role involves performing complex professional work, supervising staff, and leading projects in the Health Analytics Office to enhance accountability and performance in healthcare programs.

Responsibilities

Independently performs highly complex professional work

Supervises a staff of professional workers comparable to the IV level

Serves as a project or team leader

Initiates and completes highly complex projects

Coordinates and directs a team of lower level professional workers

Ensures accuracy and timely completion of work

Serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area

Developing performance metrics to ensure accountability across program areas

Using evidence based approaches to set targets and benchmarks to assess performance

Developing managed care plan reporting tools and refining the tools to enhance accountability, actionability, and comprehensiveness

Providing technical assistance in the implementation of predictive modeling tools that enhance Managed Care Organizations ability to identify and proactively address the needs of beneficiaries with poor health outcomes and other special populations

Required

Legal Authorization To Work

Bachelor's degree from an accredited four-year college or university

One (1) year of responsible professional work experience which required a high degree of analytical skill

Experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action

Demonstrated the ability to elicit information orally and in writing

Reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals

Applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives

Preparing clear and concise written reports and recommendations for action

Demonstrated knowledge of healthcare principles (e.g., understanding of disease prevalence, populations that are high risk for poor health outcomes or higher cost)

Understanding how to collect data, transform data and data fields, merge datasets using common identifiers, conduct data quality checks

Ability to conduct research studies and use visualization/graphing tools (e.g., Excel) or business intelligence platforms (e.g., Power BI, Tableu, COGNOS)

Proficient in writing code using statistical or programming software/languages (e.g., SAS, STATA, SPSS, R, SQL, python)

One (1) year of progressively responsible professional experience in at least one of the following: 1) working with any health dataset to solve data problems or conduct research studies; 2) developing code in any programming or statistical software (e.g., SAS, STATA, SPSS, R, SQL); and/or 3) Reviewing and interpreting the outputs of previously conducted analysis; using tools (e.g., Excel, PowerPoint, Tableu, PowerBI, COGNOS) to create charts, summaries, reports and presentations

Supervisory aptitude rather than actual supervisory experience may be accepted
