NIH NIAID Core Technology Services Delivery Lead

They are seeking a Core Technology Services Delivery Lead to provide leadership and oversight for the Core Technology Services task area, ensuring the efficient and effective delivery of OEB Infrastructure services.

Responsibilities
Assist with providing oversight and leadership to the Core Technology Services task area
Report on task area status to OEB leadership
Serve as a point of contact for OEB leadership for task area responsibilities
Report on technical outages occurring over the past 24 hours. Report is due Monday through Friday by 8AM (excluding federal holidays and other government closure days)
Operate NIAID’s data storage and hosting systems, including but not limited to storage appliances, data transfer systems, and data backup and protections systems
Provide data management services, including data access management, data lifecycle management, and long-term data archiving and retention
Ensure NIAID enterprise data is protected in accordance with NIAID’s data lifecycle and backup policies, through both short-term retention and off-site backups
Implement new enterprise data storage systems that align with NIAID’s data storage requirements, including but not limited to data availability, data storage performance, and cost effectiveness
Report on technical outages occurring over the past 24 hours. Report is due Monday through Friday by 8AM (excluding federal holidays and other government closure days)
Operate and maintain NIAID’s hosting facilities, including but not limited to facilities physically located in Rockville, MD, Bethesda, MD, Ashburn, VA, and Hamilton, MT
Ensure NIAID equipment hosted in NIAID facilities is properly documented, installed, and maintained to NIAID’s hosting standards
Perform physical installation of IT equipment and IT cabling in NIAID hosting facilities
Coordinate IT operations with NIAID’s facility maintenance staff during facilities incidents and maintenance

Architect NIAID’s enterprise Ethernet network in support of NIAID’s business and scientific networking needs, including but not limited to routing, switching, inter-site and intra-site connectivity, and connectivity with other NIH institutes and external agencies
Operate the NIAID enterprise network, including incident troubleshooting, configuration changes, equipment deployment and decommissioning, performance optimization, and software and security patching and hardening
Monitor the NIAID enterprise network for performance and functionality issues and collaborate with out OEB teams, OCICB branches, and NIH groups to ensure network capabilities meet NIAID’s organizational needs
Research and explore modern technologies and innovations in the field of networking to ensure that NIAID maintains a modern, scalable, and reliable network that supports the institute’s scientific and business mission

Develop, implement, and operate technology solutions that directly improve the cybersecurity stance of NIAID
Operate and maintain NIAID’s cybersecurity technology portfolio, including but not limited to firewalls, endpoint protection (antivirus, endpoint detection and response, etc.), intrusion detection and prevention systems, security incident and event management (SIEM), security orchestration, automation, and response (SOAR), packet capture, and flow collection and monitoring
Collaborate with incident response teams across the federal government to support investigation and remediation of suspected incidents
Support other OEB teams in the development of security documentation for OEB system, including system security plans

Assist with project management to ensure the efficient delivery of OEB Infrastructure services
Collaborate with stakeholders to ensure smooth project execution and resolve any issues that may arise
Ensure timely and accurate reporting of Core Technology Services task area status and other relevant information

Qualification
Required
Bachelor's degree in computer science, Information Security, or related field
Active Public Trust or higher security clearance
Minimum 10 years' documented experience with commercial data storage technologies, including NetApp, DDN, Infinidat, Brocade, and cloud-based storage, as well as industry standard storage protocols, including SMB, NFS, Fibre Channel, and S3
Relevant certifications such as PMP, ITIL v4 Foundation, SAFe, COMP, Security+, CompTIA, etc
Reside within the Washington DC Metro area
Travel within the Washington DC Metro Area, and CONUS as needed
The Core Technology Services Delivery Lead shall have documented experience with commercial data backup solutions, including Commvault Simpana, Rubrik, LTO tape backup solutions, and Amazon Web Services Glacier data archive
The Core Technology Services Delivery Lead shall have excellent communication and reporting skills, with the ability to deliver timely and accurate reports
The Core Technology Services Delivery Lead shall have strong collaboration and coordination skills, with the ability to collaborate effectively with stakeholders and team members
Preferred
Background in Business Analysis techniques, agile methodology, and transformation
Candidate shall have documented experience with Project Management, Agile Coaching, Business Process Analysis, and Organizational Change Management
Candidate must have practical experience with industry best practices as articulated by, but not limited to, the Project Management Institute (PMI), Lean IT, Agile practices, as well as DevOps and ITIL, as appropriate
Familiar with HHS Enterprise Life Cycle (ELPC) methodology
Effective communication and collaboration skills, with proven experience working in cross-functional global teams
