TITLE 5 IT SPECIALIST (PLCYPLN) (MI 110 CS)
USAJOBS is seeking a TITLE 5 IT SPECIALIST (PLCYPLN) for the MI 110 Airlift Wing, National Guard. The primary purpose of this role is to serve as a senior information technology and communications specialist, providing consultancy and support for installation IT and communications policies and plans essential to operational readiness.

Responsibilities
Serve as a senior information technology (IT) and communications specialist and consultant to management in support of installation IT and communications policy and plans
Analyze organizational processes and procedures through assessment of management, operational, technical and administrative practices pertinent to the organization
Identify process, system, and training deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommend corrective action for each
Perform studies and independently establish plans for improving the efficiency of information technology and communications processes
Perform studies of all aspects of the installation's information technology and communications programs, processes, and methods
Interpret a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices
Audit IT programs, processes and projects
Evaluate mission effectiveness, using standardized and locally developed evaluation programs and processes
Manage the scheduling and accomplishment of managerial, personnel, technical and special evaluations
Advise supervisors and managers on the evaluation of programs, policies, regulatory requirements, and procedures
Recommend the establishment of quantity or quality criterion
Coordinate with HHQ elements, Program Management Offices, Specific System/Hardware Support Elements, OEM Vendors and Vendor Contracted support facilities for issue resolution
Research includes using various means and media to obtain needed information to accomplish the task
Develop, implement and maintain work center training programs
Plan and schedule tasks and training activities for drill status guard members
Qualification
Required
You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
You must provide transcripts or other documentation to support your Educational claims
Federal employment suitability as determined by a background investigation
May be required to successfully complete a trial period
Participation in direct deposit is mandatory
U.S. Citizenship is required
Irregular and overtime hours may be required to support operational requirements or contingencies
The employee may be required to travel in military and/or commercial aircraft/vehicle to perform temporary duty assignments
Must have a valid civilian driver's license
Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration
Required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position
knowledge and experience in providing customer technical assistance and support for all users
Can provide ongoing technical support to customers to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT and communications services
Can perform independent research of literature and consults with a variety of vendors, IT and communications specialists in other agencies, and members of professional associations to determine availability and feasibility of modifying existing systems
Provides cost analyses for new/upgrade infrastructure and architecture capabilities
Can analyzes RF spectrum requirements and determine compatibility with other users considering transmitter and receiver specifications, antenna data, emission characteristics, and modes of radio wave propagation
