Responsibilities

Serve as a full voting member of the PTAB exercising full administrative, legal and technical authority over the Board
Develop rules and regulations governing Board procedure, and periodically update the same as circumstances warrant
Ensure predictability, reliability, and consistency across the thousands of decisions issued every year by the several hundred Board judges that he or she will oversee
Adjudicate petitions for the Under Secretary of Commerce for Intellectual Property and Director of the USPTO
Perform the comprehensive executive management, strategic planning, and financial functions essential to effective Board operation
Be responsible for the assignment of panels of administrative patent judges to adjudicate all patent appeals, interference and derivation proceedings, and AIA trial proceedings, on which panels the Chief Judge periodically serves
Develop and implement quality, timeliness, and productivity performance standards for the Judges
Interact with the legal community, including the Court of Appeals for the Federal Circuit, bar associations, participate in public conferences and meetings, and make presentations to foreign dignitaries regarding the Board

Required

Must be a U.S. Citizen
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Required to successfully complete a 1-year SES probationary period (unless previously completed)
A Financial Disclosure Report, OGE-278, and the supplemental form, Confidential Statement of Employment and Financial Interest is required within 30 days after the selection for this position
Must participate in the direct deposit pay program
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Expert knowledge of the legal principles and technical subject matter associated with patent appeals, interferences, post grant reviews, inter partes reviews, derivations, and CBM proceedings
Demonstrated executive level experience in directing, supervising, and evaluating the activities of a professional, technical, and legal organizational unit

The Chief Judge must possess both a technical degree and a law degree
The Chief Judge must be a member in good standing of the Bar of any state, the District of Columbia, Puerto Rico, or any territorial court under the Constitution
The Chief Judge must possess significant work experience in both the fields of patent law and organizational management
