Program Director - Capital Projects

NYC Health + Hospitals is the largest public health care system in the United States. They are seeking a Program Director to manage and coordinate the planning, development, and execution of capital facility projects and programs, while supervising Project Managers and ensuring efficient project progress.

Responsibilities

Establishes the project team structure responsible for managing programs and cost estimates for capital projects, and participates in the preliminary selection of consultants
Prepares presentations for the Office of Management and Budgets, recommends consultants to the Capital Committee and Board of Directors
Exercises overall responsibility for program management by directing the activities of staff to ensure efficient coordination and expedition of assigned projects
Monitors and stays informed of the status of all assigned consultant contracts
Participates in the management of priorities while reviewing consultants’ designs and estimates to ensure projects are proceeding according to schedule and cost parameters
Coordinates the development of consultant and Office of Management and Budget requirements to support ongoing program implementation; serving as a liaison between consultants and institutions
Analyzes problems and critical situations, including those identified by staff; develops and implements alternative solutions and courses of action
Recommends standard policies and develops procedures as guidelines under which project should operate
Participates in the development and implementation of project management plans and objectives
Maintains relationships with consultants to address issues related to project timelines, cost guarantees, and contractual commitments

Required

Master's Degree from an accredited college or university in Business or Public Administration, Engineering, Architecture, Construction Management, Social Sciences, Computer Science or Physical Science; and three (3) years of progressively responsible capital program implementation related experience, one (1) year of which must have been in the administration, management and/or execution of significant capital projects or programs of various complexities. Experience must also include involvement within a health care setting in planning design, contracting, construction and/or start-up operations
Bachelor's Degree from an accredited college or university in a discipline listed in 1 above or in a related discipline; and four (4) years of progressively responsible capital program implementation related experience, two (2) years of which must have been in the administration, management and/or execution of significant capital projects or programs of various complexities as described in 1 above
Associate's Degree from an accredited college or university in a discipline listed in 1 above or in a related discipline; and six (6) years of progressively responsible capital program implementation related experience, three (3) years of which must have been in administration, management and/or execution of significant capital projects or programs of various complexities as described in 1 above
Satisfactory equivalent combination of education, training and/or experience, in which each year of relevant training and/or experience can be substituted for 30 semester credits from an accredited college or university. Possession of a valid, professional certification listed below may be substituted for one (1) year of related non-management experience, as described in 2 above. However, all candidates must have a minimum of an Associate's Degree in a discipline as listed in 1 above or in a related discipline

Certified Associate in Project Management (CAPM)
Lean Six Sigma (LSS), green belt or above
Certified ScrumMaster (CSM)
SAFe Agilist (SA)
7 years of experience, 3 of which in the development and maintenance of Project Management systems as it relates to Design/Construction Management and/or Facilities Management
