Human Resources Specialist III / IV
The State Preservation Board (SPB) is dedicated to preserving and maintaining significant Texas historical sites. They are seeking a Human Resources Specialist III / IV to provide complex HR management support across various program areas, including recruitment, benefits administration, and employee development, while ensuring compliance with employment laws and agency policies.

Responsibilities
Provides technical assistance to hiring supervisors, ensures hiring packets meet employment law compliance and agency requirements. Posts open positions and communicates with applicants and staff by phone, email and in-person
Performs pre-employment background checks and extends offers. May conduct new employee orientations
Prepares and revises job descriptions to ensure proper classification for new or current positions using the state of Texas job description guide. Provides guidance and recommendations to supervisors when creating or updating job descriptions. Reviews job descriptions to ensure Fair Labor Standards Act (FLSA) compliance and appropriate designations
Manages complex HR-related issues and provides advice and solutions to management and employees on a broad range of HR issues and with applicable regulations, programs, policies, and procedures. Monitors implementation of agreed upon actions until the problem has been resolved
Serves as one of the agency’s Employees Retirement System (ERS) Benefits Coordinators. Provides thorough and accurate information to employees about ERS benefits. Explains and verifies qualifying life events, EOI and other insurance terms and conditions to assist employees in understanding the ERS benefits plan. Assists employees in learning to use the ERS online system
Serves as an agency HR software system (CAPPS) Level 1 help desk support. Creates positions, updates positions and personal information for existing employees and may enter new hire information. Submits service request tickets, runs monthly employee report and other queries as needed
Provides technical assistance to supervisors requesting payroll actions for new hires, promotions, merit increases, reclassifications, transfers and terminations
Qualification
Required
Minimum 2 years experience performing complex human resources management work in the administration of at least three of the following programs: recruitment, staffing, classification, compensation, benefits administration, development, performance management, employee relations and worker's compensation
Graduation from an accredited four-year college or university with major course work in human resources management, business administration, organizational development or related field. Additional years of experience working in human resources may substitute for the required education on a year-per-year basis
Minimum 6 years experience performing highly complex human resources management work in the administration of at least five of the following programs: recruitment, staffing, classification, compensation, benefits administration, development, performance management, employee relations and worker's compensation
Graduation from an accredited four-year college or university with major course work in human resources management, business administration, organizational development or related field. Additional years of experience working in human resources may substitute for the required education on a year-per-year basis
Knowledge of general HR management principles and practices
Knowledge of the Texas State Comptroller's personnel policies and procedures
Knowledge of the Texas State Auditor's Office position classification plan and compensation system
Knowledge and ability to interpret HR related federal, state and local laws and statues
Displays effective interpersonal, verbal and written skills in communicating with internal and external customers
Skill in providing quality customer service in a courteous and professional manner
Skill in operating a personal computer and using Microsoft Office applications including Word, Outlook and Excel
Skill in proofreading and verifying data for accuracy, completeness and compliance
Skill in gathering, assembling, correlating, and analyzing facts; devising effective solutions to problems; and negotiating effective solutions and outcomes
Ability to work collaboratively within a team and to work with others in a professional and courteous manner
Ability to identify, research, abstract and report accurate information; create and prepare various reports
Works in a highly visible and demanding environment with multiple competing priorities which require the ability to efficiently and independently prioritize the workload, multi-task and ensure tangible outcomes working collaboratively with the HR Manager, Finance Division staff and SPB senior management representatives
Ability to understand, interpret and explain policies and procedures
Ability to act in the best interest of the agency and maintain the highest level of confidentiality
Ability to use personal computer keyboard and monitor for extended periods of time; prepare and edit correspondence and perform high volume data entry
Ability to use standard office equipment including computers, phones, fax machines and copiers
Work is typically performed in a sedentary office setting involving the ability to sit, stand and walk to be mobile throughout the Capitol Complex to perform job duties. May require bending, stooping or squatting to file, locate and retrieve records
May periodically require the ability to lift, carry, move and transport equipment and materials that weigh up to 20 pounds
Preferred
Experience using the state of Texas classification plan and compensation system or demonstrated experience in other public sector HR classification and compensation practices
Experience using the HR/Payroll module of the Centralized Accounting Personnel and Payroll System(CAPPS)
