Natural Resource Analyst 2025-02662

NEOGOV is seeking a Natural Resource Analyst to coordinate the Water Quality Division’s role in the National Environmental Policy Act (NEPA) and other environmental review processes. The role involves developing and implementing Wyoming’s surface water quality standards and providing recommendations on proposed federal projects to ensure compliance with water quality rules.

Responsibilities

At NEPA cooperator meetings, represent the Water Quality Division to ensure federal projects with implications to surface and groundwater quality comply with the Wyoming Environmental Quality Act, Wyoming’s Water Quality Rules and Regulations, policies, and guidance
Collaborates with DEQ management and staff, federal agencies, and other cooperators to develop alternatives, provide recommendations, and provide input on NEPA planning documents and environmental analyses
Prepare and provide input and technical language during NEPA document development, citing state and federal statutes, regulations, and policy
Review, analyze, and develop official WQD comments to Environmental Impact Statements, Environmental Assessments, U.S. Bureau of Land Management Resource Management Plans, U.S. Forest Service Forest Plans, Oil and Gas Leasing and Development, Renewable Energy Projects, Pipelines, Coal Leasing and Development, etc., and how the plans and evaluations could be revised to be more consistent with Wyoming’s water quality rules and regulations
Conducts technical reviews of U.S. EPA-recommended water quality criteria and implementation materials for applicability to Wyoming’s surface waters
Assists with the development of technical comments in response to public notices and draft recommended water quality criteria and implementation materials
Research state and federal regulations and guidance on the development and implementation of surface water quality standards
Conduct technical research, evaluation, and provide recommended changes to Wyoming’s surface water quality standards and implementation methods
Assist with the development of public outreach materials, website updates, etc
Assist with other duties as assigned to implement portions of the federal Clean Water Act in Wyoming

Required

Bachelor's (typically in The Sciences)
0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
Knowledge of the federal Clean Water Act, federal National Environmental Policy Act, Wyoming Environmental Quality Act, and Wyoming Surface Water Quality Standards
Experience with the collection, management, and analysis of environmental data
Experience with evaluating potential environmental impacts to surface or groundwater from proposed projects and developing recommendations for alternatives and permitting needs to ensure compliance with water quality rules and regulations
Experience with Microsoft Excel, Word, and SharePoint
Experience with Geographic Information Systems and geospatial datasets
Ability to be resourceful, provide recommended solutions to complex problems, and meet deadlines
Ability to manage multiple projects simultaneously and coordinate with other personnel
Strong communication skills, both written (technical and expository) and oral, with proficiency in conveying complex technical or regulatory issues and concerns to various audiences
Ability to research, summarize information, document work, develop technical documents, and maintain records
Ability to work both independently and part of a team
Knowledge of reviewing, modifying, and adopting surface water quality standards
Knowledge of study design for conducting chemical, physical, and biological water quality monitoring

Preferred

Bachelor's degree PLUS at least one to two years of professional work experience with reviewing or preparing NEPA documents
Bachelor's degree in the sciences (chemistry, biology, geology, environmental, engineering, physical, or natural) or environmental policy and demonstrated strong technical and expository writing
