Responsibilities

Manage and maintain datasets related to EMS overdose encounters, law enforcement reports, law enforcement data, hospital outcomes, and follow-up referrals
Develop secure data pipelines to integrate sources such as CAD, ESO, ODMAP, Central Square databases and state overdose surveillance systems
Ensure data accuracy, completeness, and timeliness through validation, quality control, and cross-referencing
Maintain detailed documentation of all datasets, metadata, and data flow processes
Assist in compiling required data for state and federal reporting requirements (SCORF reports)
Perform routine analysis of overdose incidents, including geographic clustering, time-of-day trends, and demographic patterns
Identify high-risk areas or populations for targeted outreach and prevention activities
Analyze referral outcomes and engagement rates to assess RRT program effectiveness
Develop predictive and situational dashboards to support rapid response and decision-making by EMS leadership and partner agencies
Design and maintain dynamic dashboards, visual reports, and performance scorecards using Power BI, Tableau, or similar tools
Prepare monthly and quarterly reports for EMS administration, county leadership, and state partners
Create infographics and visual summaries for public education, community partners, and grant reporting
Present findings at internal and external meetings, summarizing data trends in plain language for non-technical audiences
Establish key performance indicators (KPIs) for overdose response and recovery engagement
Evaluate the effectiveness of harm reduction and post-incident outreach initiatives
Support the development of new interventions through evidence-based insights
Assist with grant evaluation metrics and continuous improvement efforts
Work collaboratively with OCEMS, Tri-County Commission on Alcohol and Drug Abuse, the Orangeburg County Sheriff Office, and behavioral health partners to exchange de-identified data
Uphold strict confidentiality and data-handling standards in accordance with HIPAA, FOIA, and 42 CFR Part 2
Participate in community coalitions, task force meetings, and partner workgroups as a data subject-matter expert
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and case management software in performing work assignments
Perform other duties and related work as instructed and assigned

Required

High School diploma or GED equivalent required
Two (2) or more years of experience in data analytics, preferably in a public health or emergency services setting
Demonstrated ability to clean, analyze, and visualize large datasets from multiple sources
Strong written and verbal communication skills, including experience presenting data findings to non-technical audiences
Ability to manage sensitive information with discretion and confidentiality
Experience with EMS charting systems and ODMAP / state overdose dashboards
Familiarity with substance use disorder data, harm-reduction programs, or community paramedicine
Experience in grant-funded program evaluation and federal/state reporting frameworks
Knowledge of geospatial mapping and GIS tools for hotspot analysis
EMT Certification: State and National Registry
BLS, FEMA ICS 100, 200, 240, 700 and 800
Must possess and maintain a valid South Carolina Driver's License
