ACQUISITION PROGRAM MANAGEMENT SPECIALIST
USAJOBS is seeking an Acquisition Program Management Specialist to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling financial and technical aspects of projects through designated phases of the acquisition cycle. The role involves planning and coordinating activities of functional specialists and representing the organization at executive levels.

Responsibilities
Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist
Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics
Reviews and directs the progress of contractors in meeting program objectives
Represents the organization at executive levels within the Government and to contractor/industry representatives
Prepares, presents, defends, and interprets staff studies to the Program Director and /or other management officials

This position is subject to provisions of the DoD Priority Placement Program
The employee must be eligible to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) clearance, as well as be eligible to be granted and maintain access to Special Access Programs
Employee must maintain current certifications
This position may require drug testing; The employee is subject to random drug testing for drug use
Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
Shift work and emergency overtime may be required

This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management
This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
Employee is expected to meet Continuing Acquisition Education requirements
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems
Specialized experience must include one or more of the following areas: Proven ability to manage complex, high-stakes programs from initiation to closure, adapting methodologies to overcome challenges
Expertise in acquisition lifecycle management (FAR/DFAR knowledge preferred)
Expertise managing program cost/schedule/ performance control (EVM desirable)
Proven experience with program risk mitigation efforts
Proven experience with cross-functional team leadership, stakeholders' relationship management, and effective change management implementation
Knowledge of laws, principles, policies, and practices of systems acquisition and program management
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process
