Natural Resources Specialist
USAJOBS is seeking a Natural Resources Specialist in the Operations Technical Branch. The role involves supporting all aspects of the Natural Resource Management mission across the New England District Operations Projects.

Responsibilities
Responsible for various coordination efforts with federal, state and local agencies for proper management of the project and associated resources
Give advice, counsel or instruction to project staff on both work and administrative matters
Responsible for providing oversite to the New England District Recreation and Natural Resource Management programs
Responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the mission
Provide leadership in establishing effective management processes and a work environment conducive to integration of the technical functions of engineering, construction, safety, security, legal, real estate, contracting and resource management
Coordinates closely with North Atlantic Division to implement program requirements across the district
Qualification
Required
Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position
Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines plus appropriate experience or additional education
At least one year of specialized experience equivalent to the GS-09 level in the Federal service
Specialized experience defined as meeting TWO OF THE FOLLOWING: 1) Provide leadership for an operation, maintenance, and/or natural resource management program; 2) assist in budget execution for an operation, maintenance, and or natural resource management program; 3) execute planning, management, operation, and/or maintenance for a project's natural resources in order to ensure compliance with federal, state, or local regulations; 4) communicate with internal and/or external stakeholders on proper management of operation/maintenance, and or natural resource projects; 5) direct projects to include; flood risk, fish, wildlife, low flow augmentation, water control, water supply, and/or recreation management
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
The position may occasionally require incumbent to work other than normal duty hours, which may include evenings, weekends, and/or holidays
This position requires that the Incumbent must be willing to work in inclement weather such as heat, cold, rain and/or snow
This position requires a valid, State-issued motor vehicles driver's license or the ability to obtain and maintain a valid state driver's license within 30 days of employment
Occasionally lift heavy objects up to 50 pounds
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09)
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
