AIRPORT SECURITY ID TECHNICIAN III
NEOGOV is seeking an Airport Security ID Technician III for the State of Hawaii, Department of Transportation, Airports. The role involves overseeing airport Pass & ID operations, maintaining compliance with laws and regulations, and managing background checks for airport access.

Responsibilities
Maintains and tracks all background checks; receives and records background check results and communicates with applicants; corresponds with Federal Bureau of Investigations (FBI) as necessary; maintains all background check and fingerprint files; and maintains automated database
Refers disqualifying criminal offenses to Assistant Airport Superintendent IV for additional vetting
Conducts investigations into alleged Transportation Security Administration (TSA) violation regarding the issuance of unescorted badge. Prepares written findings and conclusion. Testifies in front TSA Inspector if needed
Corresponds with disqualifying applicants and airport tenants
Reviews Criminal History Record Check (CHRC) and (FBI) rapback for disqualifying criminal offenses, checks for lawful presence in the United States and recurrent check against the Terrorist Screening Center's watch list and other database
Vetting individuals for whom the government lacks reasonable suspicion from various watchlist as a known or suspected terrorist but who have links or associations with terrorists and terrorist activity
Testifies that the issuance of unescorted access was in accordance with federal laws and directives
Establishes new tenants and businesses into database and establishes authorized signatory for new tenants and businesses
Issues security keys and vehicle decals to authorized user
Examines applicants identification documents (following TSA 49 Code of Federal Regulations (CFR) 1542) to ensure they are genuine, belong to the person presenting them and are not outdated or mutilated and that all names on both ID’s presented match; ensures the information provided by the applicant and Authorized Signatory is correct
Uses a risk-based strategy, by questioning applicants and evaluating their responses to ensure applicants completed their Disqualifying Crime statement and also completed the required security training themselves
Interacts with the Airport tenant's authorized signatories providing guidance and training on the Authorized Signatory Portal and by answering questions about the Airport ID Badge process
Provides information to existing and new Airport ID Badge holders regarding security requirements, background check investigation process and status, procedures on obtaining security items and gaining access to security areas and other routine information
Independently proctors security and other training in the Computer Based Lab and to monitor applicants for cheating and take any appropriate action as needed
Administers airport restricted area access badges; creates and mails billing letters for expire and lost badges and refund letter for returned badges; maintains files of all billing correspondence to Airport tenants and their Authorized Signatories
Updates and maintains the Airport Security Program

Qualification
Required
Graduation from high school or GED certification
One (1) year of work experience which demonstrated the applicant is able to read and comprehend written material, follow oral and written instructions and prepare written material may be substituted for graduation from high school
Two (2) years of work experience which demonstrated the following abilities: (1) meet and deal effectively with people; (2) understand and apply various rules and regulations; (3) providing information, answering questions and inquiries and explaining policies, rules and regulations in person; (4) utilizing a computer to retrieve and enter data; and performing a variety of detailed tasks working with computer software
One and one-half (1-1/2) years of progressively responsible work involving compliance with federal laws or adhering to strict business practices adopted pursuant to federal, state, and county laws, rules, regulations and other directives which could result in financial consequences if not followed
Knowledge of English grammar, spelling, punctuation, word usage, and basic arithmetic (addition, subtraction, multiplication, division)
Good office practices and procedures
How to operate and maintain common office supplies and equipment
Ability to read, understand and comprehend detailed instructional manuals, standard operating procedures and carrying out the procedures accurately
Input alphanumeric data and compare words and numbers quickly and accurately
Perform arithmetic computations
Operate and maintain office appliances and equipment
Compose routine correspondence and other similar material
Understand, interpret and apply pertinent policies, procedures, laws, rules and regulations
Deal with others in a tactful and polite manner
