Supervisory Information Technology Specialist (PLCYPLN/INFOSEC)
The Federal Law Enforcement Training Centers (FLETC) is a unique inter-agency organization that prepares the federal law enforcement community to safeguard America's people, property, and institutions. The Supervisory Information Technology Specialist (PLCYPLN/INFOSEC) will serve as the principal analyst and expert technical advisor, overseeing multiple divisions responsible for IT operations, cybersecurity, and information resource management services.

Responsibilities
Providing leadership and oversight for the directorate's strategic and tactical IT goals and objectives while ensuring effective human capital management practices are implemented across the directorate
Overseeing enterprise-wide IT functions, including IT operations, cybersecurity, accessibility, information resource management, and IT acquisition management, ensuring that IT operations meet organizational needs and are adequate, relevant, and aligned with current and prospective requirements
Overseeing the formulation, submission, and execution of the organizational IT budget and IT acquisition reviews, ensuring fiscal accountability and compliance with federal regulations and departmental policies
Providing oversight for cybersecurity program areas such as threat assessment, policy and architecture development, financial management, awareness and training, engineering and operations and ensuring compliance with federal cybersecurity standards, including FISMA, and integrates cybersecurity efforts into the component's operations and departmental programs
Monitoring and evaluating the effectiveness of cybersecurity measures, ensuring that plans of action and milestones are in place to address identified vulnerabilities in a timely and effective manner

You must successfully pass a background investigation to access, safeguard, and store classified national security information, must be able to obtain and maintain a Top Secret (3N - Critical Sensitive, High Risk) security clearance
Current DHS employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the 'Qualifications' section of this announcement
This is a non-bargaining unit position
Must possess and maintain a valid state issued driver's license to conduct official government business

Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting
Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results
Excepted from Furlough - this position's funding is dependent on Congress; however, you will be expected to report to work during a government shutdown but will not be paid during a furlough
In order to be considered, you must be current DHS employees serving under a career or career-conditional appointment in the competitive service. You must submit an SF-50 that shows you currently work for DHS
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: providing leadership and oversight at a directorate's level -AND- (1) overseeing enterprise-wide Information Technology (IT) functions, including IT operations, cybersecurity, accessibility, information resource management, IT acquisition management. -AND- (2) providing oversight into cybersecurity program areas such as threat assessments, policy and architecture development, financial management, awareness and training, monitoring and providing evaluations of the effectiveness of cybersecurity measures. -AND- (3) ensuring that plans of action and milestones are in place to address identified vulnerabilities in a timely and effective manner
Substitution of education in lieu of specialized experience may not be used for this grade level
All qualifications and eligibility requirements must be met by the closing date of the announcement
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement

To meet those standards, all selected applicants must undergo and successfully pass a background investigation for 3N-Critical Sensitive, High Risk as a condition of placement in this Top Secret position.
