Responsibilities
Estimate projects involving maintenance, alterations, repairs and major construction work
Conduct required inspections to ensure conformance with plans and specifications
Visit sites requesting service to determine needs
Gather necessary information
Develop plans to complete the project
Prepare costs for any modification and/or changes in scope of work for any project whether in-house or contracted out
Submit bids to Government for approval commercial buildings located on a U.S. military installation
Qualification
Required
Minimum 3 years of experience in construction and/or maintenance and/or one year of planning/estimating experience or equivalent training
Good knowledge of surveillance, inspection and testing procedures and techniques
Ability to apply conventional engineering practices to develop, prepare or recommend schematics, designs, specifications, drawings and parts lists
Estimate labor and material requirements and determine an appropriate job sequence plan using a variety of estimating practices, standards and manuals including EPS manuals
Knowledgeable about job site safety plans, systems, and procedures. Ability to evaluate craft performance is essential
Ability to inspect, evaluate, and report on all phases of Base Services Contract operations including maintenance of HVAC; Electrical; Boilers; Roofing; Carpentry; Pest Control; Grounds; Water and Sewage operations; Vehicle Maintenance

Scope writing
Ability to work with potential subcontractors for site visits and bid purposes
A valid driver's license with good driving record is required
Working knowledge of basic computer application programs is required
Must be able to successfully pass as required a federal, state, or local government's background investigation
