Responsibilities

Directing a team of employees who perform budget formulation, program planning, and budget execution tasks
Analyzing and identifying potential impact and effect of new, revised, or proposed legislation, policies, procedures, executive orders, DHS and CBP directives on financial management, guidance from the Federal Accounting Standards Advisory Boards, and applicable Office of Personnel Management (OPM), Government Accountability Office, and Office of Management and Budget (OMB) guidance
Conducting research and preparing written responses to requests for OFAM's review of budget related taskers
Serving as a principle advisor to management officials in OFAM to support the budget and formulation process
Reviewing and recommending formulation actions to assure effective objective accomplishment within available resources

You must be a U.S. Citizen to apply for this position

Primary U.S. residency for at least three of the last five years

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/28/2025
Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Researching and analyzing data, developing alternatives, and making recommendations to resolve finance-related and non-finance-related problems; Managing the formulation and justification of a budget and serving as a technical authority on the long-range funding needs for a major program/component; Formulating procedures for budgetary allocations and controls and other financial actions including developing and recommending appropriation language changes regarding budget changes; Drafting analyses which evaluate the impact and significance to an organization's budget of new or revised legislation, polices, procedures, and program requirement; Providing advice, direction and recommendations to senior leadership on financial management, budget, and accounting issues, financial systems and other financial management issues
You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
You must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment
If you have never worked for the federal government, you are not CTAP/ICTAP eligible
