Senior Manager – Workforce Programs

The Senior Manager for Workforce Programs will lead a professional team in managing various workforce programs and ensuring the delivery of services that meet performance goals and objectives.

Responsibilities
Performs advanced managerial direction and guidance in day-to-day operations and strategic planning initiatives related to Workforce Development Programs such as Temporary Assistance for Needy Families (TANF)/Choices, Supplemental Nutrition Assistance Employment & Training (SNAP E&T), Noncustodial Parent (NCP) Choices, Reemployment Services & Eligibility Assessment (RESEA), Workforce Innovation and Opportunity Act (WIOA), as well as other special programs and/or projects
Establishes day-to-day priorities, standards, and measurement tools for determining progress in meeting/exceeding workforce program goals
Coordinates and evaluates system-wide program activities, in addition to reviewing and approving budgets
Qualification
Required
Knowledge of Workforce Programs
Ability to lead the execution of a high performing team
Strategic planning and implementation
Collaboration with internal and external stakeholders
Developing and creating innovative workforce services
Understanding and interpreting data to make informed business decisions
Leveraging strategic relationships
Experience in identifying target customer personas / target market to deliver programs and services
Demonstrates complex problem solving
Understanding and direct experience in management of subrecipient contracts, overseeing performance to ensure the effective delivery of workforce services and achievement of workforce program deliverables
Experience with WIOA
Desire for continuous learning
Flexible and adaptable to shifting circumstances
A Bachelor's degree or 13 years equivalent experience in lieu of a degree
Minimum of 7 years of experience in direct field of business management or economic development
Preferred
Understanding of nonprofit / community-based organizations
Familiarity with board management
Demonstrated experience working with local, state, and national agencies
Knowledge in developing and implementing board policies and resolutions
