Technical Program Manager - Top Secret Clearance (SCI Eligible)
JFL Consulting, LLC is seeking a Technical Program Manager to lead multi-domain cybersecurity, R&D, and system engineering projects across secure environments. The role involves creating and maintaining program plans, managing resources, and ensuring project deliverables are completed on time and within budget.

Responsibilities
Lead planning, execution, monitoring, and closure of cybersecurity and RDT&E projects across multiple workstreams
Oversee all technical aspects to ensure deliverables are sound, on schedule, and aligned with client expectations
Create and manage integrated project schedules and milestone-based deliverables across iterative development cycles
Manage multiple concurrent programs while balancing competing priorities and deadlines
Ensure configuration control, documentation, and transition planning for prototype systems supporting DoD experimentation
Coordinate cross-functional teams in cybersecurity, systems engineering, and R&D
Collaborate with cyber operators, system administrators, engineers, and analysts to ensure solutions meet mission needs
Ensure compliance with cybersecurity regulations, contractual obligations, and internal technical standards
Capture and refine requirements, manage client expectations, and ensure deliverables meet contractual obligations
Prepare and deliver executive-level briefings and presentations for both internal and external stakeholders
Interface regularly with research and operational stakeholders across multiple classification levels
Translate experimental outcomes and lessons learned into actionable recommendations for subsequent phases and Option Years
Manage budgets, track expenditures, and forecast financial needs
Allocate and manage resources effectively in coordination with finance and operations teams
Support contract modifications, extensions, and proposals through financial and technical input
Oversee procurement of R&D hardware/software licenses and ensure resource burn-rate is aligned with program deliverables
Identify and mitigate risks, dependencies, and potential project issues proactively
Maintain program dashboards and performance metrics using project management tools (e.g., Microsoft Project, Jira, Unanet, SharePoint)
Conduct internal reviews and report on technical, schedule, and financial status to leadership and PMOs
Qualification
Required
U.S. Citizenship and TS/SCI Clearance
8+ years managing medium-to-large programs in federal government, DoD, or technical environments
Bachelor's degree in Computer Science, Engineering, Information Systems, Business Administration, or related field
IAT Level II certification as defined by DoDD 8570.01, 8570.01-M, 8140.01–03 (and amendments)
Strong understanding of cybersecurity, networking, systems engineering, or R&D environments
Ability to interpret complex technical data and translate it into actionable plans
Proficient in Microsoft Project, Jira, SharePoint, and Unanet
Understanding of DoD RDT&E lifecycle and transition processes
Expertise in project scheduling, risk management, and resource management
Skilled in applying Agile, Scrum, or Waterfall methodologies
Strong attention to detail and organizational abilities to manage parallel initiatives
Ability to lead iterative development efforts integrating engineering, cyber operations, and test teams across classified enclaves
Excellent verbal and written communication, including report writing and executive briefings
Skilled at fostering collaboration across diverse technical teams
Ability to engage and influence senior leadership and government stakeholders
Proven problem-solving and decision-making abilities under pressure
Capable of tailoring communications to both executive and technical audiences in operational and R&D settings
Strong understanding of program financial management, including budgeting, cost tracking, and forecasting
Ability to align technical and financial objectives to achieve program success
Preferred
Master's degree in a related field
PMP (Project Management Professional) certification
Scrum Master (CSM or equivalent)
PMI-ACP (Agile Certified Practitioner)
Additional cybersecurity certifications under DoDD 8570/8140. (Security+, CySA+, CISSP)
ITIL 3 Foundation Certification (Sec+/CySA+/CISSP and ITIL 3 validate a baseline knowledge of IT and ITSM)
