Responsibilities

Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations
Coordinates Early Head Start Policy Council, Health Services Advisory Committee (HSAC), and Parent Committee meetings
Assists staff in the preparation of and makes final approval of materials for lesson plans
Attends regular meetings with the Children's Developmental Services Executive Director and other coordinators to share information, collaborate, and discuss needs of the entire Children's Developmental Services
Develops and administers annual Early Head Start program budget. Reviews program services, past spending, and monthly reports. Applies for federal and state grants to ensure continued and new funding. Ensures necessary program and grant reports and records are completed and submitted as required and in compliance with appropriate regulations
Recommends policies and procedures for the Early Head Start and Part C programs while complying with the Head Start Program Performance Standards, Wyoming – Early Intervention and Education Program, and Individuals with Disabilities Education Act (IDEA)
Compiles appropriate statistical reports. Attends Board meetings as assigned
Offers presentations to other agencies and community groups to promote the services offered at the Children’s Developmental Services
Attends and participates in staff meetings and related activities. Attends workshops, conferences, and classes to increase professional knowledge. Serves on committees as assigned

Required

Bachelor's degree from an accredited college or university in Early Childhood Special Education or a related field
Five (5) to seven (7) years of experience in education
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Knowledge of English grammar, spelling, and punctuation
Knowledge of principles and practices of basic bookkeeping
Knowledge of modern office procedures, methods, and computer equipment
Knowledge of early childhood development
Knowledge of IDEA and DEC recommended practices
Knowledge of principles and practices of effective home visiting and Family Service Coordination
Knowledge of normal and atypical child development
Knowledge of medical conditions and disabilities affecting children and their development
Knowledge of early childhood teaching techniques and practices
Knowledge of early childhood behavioral techniques
Knowledge of Wyoming Rules and Regulation governing services to children with disabilities
Knowledge of Individuals with Disabilities Education Act
Knowledge of principles and practices of grant preparation and compliance
Knowledge of principles and practices of budget preparation and administration
Knowledge of principles and practices of employee supervision
Skill in interpersonal skills necessary to develop and maintain effective and appropriate working relationships
Skill in performing a variety of duties, often changing from one task to another of a different nature
Skill in performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
Skill in communication, both oral and written
Skill in conflict resolution
Skill in leadership
Ability to meet schedules and deadlines of the work
Ability to understand and carry out oral and written directions
