Operations and Budget Officer - (Contract)
NEOGOV is seeking an Operations and Budget Officer (Contract) for the Children and Families Commission - First 5 San Bernardino to manage a $26 million operating budget and ensure compliance with financial regulations. Responsibilities
Directs the preparation of the financial statements in preparation of annual audits
Interpret financial and operational contract terms (conduct site visits to ensure compliance with contracts and regulations)
Direct operations/administrative support activities via subordinate Supervising Accountant; supervise accountants, analysts, and support staff
Oversee business office management activities through a subordinate Supervising Office Assistant
Oversees and manages the planning, coordination, reviewing and evaluation of fiscal and financial operations of the First 5 Department in the areas of payroll, budgeting, fiscal control, accounting, purchasing, and contract administration
Manages a multiple funding stream budget which includes preparation, review, revision reviews budget deviations; assists, advises, analyzes and prioritizes internal division budget requests; makes difficult strategic budget decisions; provides justifications and prepares the final budget package
Supervises through subordinate supervisors; selects, trains, evaluates and disciplines staff, explains new policies, procedures, methods and systems; serves as a reference for complex, substantial problems
Coordinates the development and review of all performance measures, indirect cost rates, reimbursement procedures and claims from state and federal agencies grant and allocation programs and trains staff on policies and procedures
Performs economic forecasting and development of short and long term financial plans, methods and sources; oversees analysis of revenue and expenditure projections, capital projects and financial resources management
Monitors legislation; directs the development of systems, policies and procedures to ensure compliance and conformance with applicable federal, state and local laws, codes and regulations, policies and procedures, GAAP (Generally Accepted Accounting Principles), GASB (Governmental Accounting Standards Board) and BARS (Budgeting, Accounting and Reporting Systems) standards
Makes presentations of the department's financial status and operations to the Commission, residents and civic organizations
Qualification
Required
A Bachelor's degree or higher from an accredited college or university in finance, economics, accounting or public/business administration, or other relevant field
Two (2) years of professional-level governmental accounting and finance experience with administrative oversight for financial analysis, budget management, and internal service fund rate calculations
At least one (1) year of supervisory experience
Preferred
