Responsibilities

Perform field inspections on construction projects and properties to measure setbacks and check for violations or compliance with local or state zoning codes, including assessment of construction projects and uses of buildings or land
Issue rural address system numbers and perform field inspections to verify their accuracy
Manage the system for maintenance reporting of sewer systems and holding tanks within the county; mail pumping report/maintenance report notices; refer delinquent property owners for legal prosecution
Manage the Wisconsin Fund sewer grant program, including providing information, screening potential applicants, processing applications, record keeping, submission, and fund distribution
Interview and assist applicants for the preparation of applications and for the issuance of various zoning/building permits, conditional use permits, variances and subdivisions
Work with and maintain computerized indexing system and permit records
Research and record data from permit files to gather information to be utilized on county’s land records information system; assist with computerization of the department
Compile and prepare statistical reports
Use and apply the information from topographic, wetland, floodplain, and zoning maps
Attend committee meetings and public hearings; and record minutes
Compose and prepare letters, memos, reports, legal documents and related material; reply to general inquiries and correspondence
Investigate complaints regarding ordinance violations; initiate enforcement actions when appropriate; attempt resolution of complaints; prepare reports and documentation of action taken; refer to and assist the Corporation Counsel with enforcement of orders
Furnish information to clients and applicants, schedule appointments, file management, and process incoming/outgoing mail
Sort, index and file records and materials relevant to the zoning department
Compile data and information to assist in the completion of reports, special studies and various projects
Prepare a variety of weekly and monthly reports
Set up and assemble folders for new cases, clients and complaints
Keep appraised of the various laws, regulations, policies and program procedures relating to the department
Review and issue Land Division and Subdivision applications submitted to the department
Maintain computer system of outside clients to access program and trouble shoot
Receipt payments into the computer system
And such duties and responsibilities as may be assigned

Required

Minimum of one year of college or technical school
One to two years related experience and/or training; or equivalent combination of education and experience
Considerable working knowledge of modern office equipment, including extensive computer knowledge
Cash handling experience and ability to collect and receipt fees
Knowledge of real estate terminology and descriptions
Valid driver's license
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively before groups of customers or employees of organization
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percentages, and decimals
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Ability to define and solve problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form
