Responsibilities

Oversee the overall planning, execution, and delivery of a multi-year, multi-million-dollar IT Program
Manage program lifecycle from requirements gathering to decommissioning of IT assets through management of cost, schedule, and performance
Serve as the primary point of contact for senior leadership, stakeholders, contracting officials
Direct the design, development, integration, testing, and deployment of IT solutions identified by new business needs, incidents, or UI/UX enhancements
Ensure technical solution delivers business value while maintaining compliance with regulations, cybersecurity requirements, and meets stakeholder expectations
Lead and manage geographically dispersed, cross functional team through implementation of governance frameworks and implementation of well-defined project plan
Oversee the development of business cases that translate into executable technical solutions
Ensure program objectives align with enterprise architecture and compliant with DoD standards (e.g., ITIL, RMF, NIST)
Oversee dashboard development and prepare executive-level briefings supporting communication with senior leadership
Facilitate collaboration and communication between development teams, product owners, and external stakeholders
Establish and track project milestones ensuring timely achievement of deliverables
Track key performance indicators (KPIs), earned value, and quality of deliverables
Develop in-depth Risk, Issue, and Opportunity (RIO) program that effectively mitigates risks by prioritizing potential and impact of possible issues
Support Program Manager efforts with DoD Contract Support Offices (e.g., KO, COR) and ensuring technical solutions and schedules in Task Orders are implemented in a timely manner

Required

Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC). (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
Must currently hold a Project Management Professional (PMP) Certification
Relevant certification from a nationally recognized technical authority (e.g., Microsoft Certified Azure Developer Associate, Oracle Certified Professional (OCP) – Java SE or Oracle Database)
Must have 5+ years of project management or other relevant experience
Must have 5+ years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields
Must have 5+ years of experience in IT Sustainment services and/or experience in managing/using MEBS tools
Must have a Bachelor's degree OR 4 additional years of related experience
Must be proficient in basic analytical software such as Microsoft Excel and Access
Must be proficient with the Microsoft Office suite, to include Word, PowerPoint, SharePoint and Project Management
Must be willing and able to work Eastern Standard Time (EST) hours

Preferred

Strong knowledge of enterprise systems, cloud architecture, data management, Section 508, and cybersecurity compliant framework
Bachelor's degree in information technology / computer science or 8+ additional years of related experience in the IT Field
Understanding of Portfolio Management w/ Project Management module within the ServiceNow Platform
