Business Development and Capture Manager

They are seeking an experienced Business Development and Capture Manager to lead strategic growth initiatives and oversee the capture of new business opportunities across DoD and federal programs.

Responsibilities

Identify, qualify, and pursue new business opportunities with DoD, federal agencies, and partner organizations
Develop and execute capture strategies, win themes, and pricing approaches that align with customer needs and JIRACOR’s capabilities
Lead capture teams through the entire business development lifecycle, including pipeline development, customer engagement, proposal management, and contract negotiations
Maintain and expand relationships with key stakeholders at PEO STRI, NAWCTSD, and other defense acquisition offices
Collaborate with internal stakeholders—including engineering, program management, contracts, and operations—to ensure aligned and executable solutions
Manage the development of competitive proposals, including compliance with FAR/DFARS requirements, risk management, and cost/pricing strategies
Conduct market research, competitor analysis, and price-to-win assessments to strengthen proposal positioning
Track industry trends, DoD budgets, and contract vehicles (IDIQs, MACs, BPAs) relevant to JIRACOR’s growth strategy
Represent JIRACOR at industry events, trade shows, and conferences to promote brand awareness and build partnerships

Required

Bachelor's degree in Business, Engineering, or related field
Minimum 7–10 years of progressive experience in business development, capture management, or program management in the defense industry
Proven track record of leading successful capture efforts resulting in awarded DoD contracts
Strong understanding of DoD acquisition processes, contract vehicles, and federal procurement regulations (FAR/DFARS)
Established relationships with DoD customers (NAWCTSD, PEO STRI, PM TRASYS, or similar organizations preferred)
Experience in developing proposals in accordance with DoD RFP instructions (Sections L & M, CDRLs, and DIDs)
Excellent communication, negotiation, and presentation skills
Ability to work independently in a fast-paced, deadline-driven environment
Active Secret security clearance (or ability to obtain and maintain)
