Accounting Manager/Controller
NEOGOV is seeking an experienced finance professional for the role of Accounting Manager/Controller. This position involves overseeing the budget development processes, managing an accounting team, and ensuring sound fiscal planning and forecasting for the City of San Marino's annual operating and capital budget.

Responsibilities
Plan, direct, coordinate, and perform all duties described in General Purpose, including City accounting, internal control, and auditing activities; recommend procedures to conduct activities in accordance with related laws, ordinances, rules, and regulations
Manage the preparation of journal entries, account reconciliations, related schedules, and recommend and implement a system of accounting controls
Provide assistance to the Finance Director, other City personnel, and the public regarding Finance Department related issues
Develop and implement department goals, objectives and priorities; recommend and administer policies and procedures
Manage the preparation of general ledgers, account reconciliations, related schedules and reports; prepare or direct the preparation of supporting schedules for the department and City budgets
Manage data for budget preparation; makes adjustments to the budget as needed; determine if funds are available and expenditures are properly classified; research and analyze transactions to resolve budget problems; manage month-end and year-end closing processes; prepare monthly financial statements; and oversee various audits conducted by external auditors
Maintain chart of accounts and general ledgers; provide liaison to City departments regarding the status of accounts and related matters; review expenditures and encumbrances for accuracy and conformance to budget
Assist City staff in debt issuance; participate in feasibility studies; manage grant programs, including submittal of drawdown requests; participate with other departments and staff in billing various grants
Provide staff assistance to the Finance Director, and supervision and training for subordinate staff
Qualification
Required
Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance or business administration, or a closely related field
Five years of increasingly responsible experience in accounting, financial management budgeting, or auditing work, including two years of experience in a supervisory or lead capacity
Possession of a valid California Class C driver's license with a satisfactory driving record
Knowledge of methods and techniques of municipal accounting and auditing including governmental accounting, cost accounting, grant accounting, budgeting, procedures related to preparation and maintenance of accounts payable and receivable, payroll, and the general ledger
Knowledge of appropriate laws regulating the financial administration of municipal government, public finance, and fiscal operations; applicable federal, state and local laws, ordinances and regulations pertaining to accounting, auditing, and payroll including reporting requirements
Knowledge of City organization and functions of the various departments
Knowledge of principals of organizational, public administration and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures in service areas managed; administrative principles and methods, including goal setting, program development and pertinent federal, state, and local laws, codes, and regulations
Knowledge of principles and practices of research techniques, sources and availability of information, and methods of report presentation; applicable legal guidelines and standards affecting the administration of a municipal government
Knowledge of principles and practices of contract administration and evaluation; risk management requirements
Knowledge of social, political and environmental issues influencing program administration
Knowledge of correct English usage, spelling, grammar, and punctuation; business letter writing and other document preparation; office methods, procedures and equipment and basic mathematics
Knowledge of supervisory principles and methods, including goal setting, training, teamwork, and problem solving as well as financial data software
Ability to examine and verify a variety of financial documents; and establish and maintain various data collection, record keeping, tracking, filing, and reporting systems
Ability to interpret and apply a variety of City and department policies and procedures; analyze situations carefully and adopt effective courses of action
Ability to provide information and organize material in compliance with laws, regulations, and policies; lead and direct operations, services, and activities assigned area of responsibility; develop and administer department goals, objectives, and procedures; prepare clear and concise administrative reports, budgets
Ability to analyze financial, budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve community service issues; remember personnel rules, legal and code requirements; and explain and interpret codes, policies and procedures
Ability to effectively plan, organize, direct and coordinate the work of staff; lead, coach, instruct and motivate employees; foster a teamwork environment
Ability to guide and encourage others to accomplish a common goal
