Project Manager
RecruitTalent, LLC. is seeking a Project Manager to oversee IT initiatives for the City of Santa Clara. The role involves managing projects such as AMI rollouts and cybersecurity upgrades, ensuring they meet regulatory requirements and are delivered on time and within budget.

Responsibilities
The Project Manager will be responsible for the end-to-end management of IT initiatives for the City of Santa Clara, ensuring all projects are delivered on time, within budget, and in compliance with City and regulatory requirements
This individual will oversee initiatives including Advanced Metering Infrastructure (AMI) rollouts, SCADA network upgrades, cybersecurity risk remediation, and enterprise utility software implementations, providing strategic planning, execution oversight, and performance tracking
The Project Manager will apply PMI, Agile, or hybrid methodologies tailored to utility environments to balance flexibility with accountability
Responsibilities will include developing project charters, schedules, and work breakdown structures; managing risk, scope, and resources; and facilitating sprint planning and reporting where Agile is adopted
This role ensures that project governance structures are in place and that every initiative is aligned to City objectives and regulatory timelines
A critical responsibility of the Project Manager will be stakeholder engagement
The individual will coordinate closely with utility leadership and departments, including operations, finance, engineering, and customer service, ensuring that business priorities are clearly understood, risks are communicated, and status updates are regularly provided
The Project Manager will also prepare executive-level reports and dashboards, track key performance indicators, and support decision-making by City leadership throughout the project lifecycle
The role requires a proven ability to lead multidisciplinary teams, manage vendor and contractor coordination, and drive consensus among diverse stakeholders
By providing a single point of accountability for project performance, the Project Manager will ensure that the City’s IT initiatives are executed with discipline, transparency, and measurable outcomes
Qualification
Required
Proven ability to lead multidisciplinary teams
Experience managing vendor and contractor coordination
Ability to drive consensus among diverse stakeholders
Experience in end-to-end management of IT initiatives
Knowledge of PMI, Agile, or hybrid methodologies
Experience developing project charters, schedules, and work breakdown structures
Ability to manage risk, scope, and resources
Experience facilitating sprint planning and reporting
Ability to prepare executive-level reports and dashboards
Experience tracking key performance indicators
Strong stakeholder engagement skills
