Utilities Technical Services Manager
NEOGOV is seeking a Utilities Technical Services Manager for the City of Oxnard's Public Works Department. The role involves overseeing the Source Control program, ensuring compliance with storm water regulations, and managing a team while providing technical assistance and coordinating activities with various stakeholders.

Responsibilities
Assists in the administrative activities, operations and services of the Source Control program including Storm Water regulations and CUPA program
Coordinates staff efforts of code enforcing environmental laws and regulations as they relate to the operations and practices of regulated business
Educates the business community on environmental regulations, permits, commercial/industrial facilities; conducts workshops for business and industrial users
Writes warning notices, notices of violation, administrative orders, compliance schedules and conducts administrative hearings
Coordinates activities with regional, state and federal agencies
Provides technical assistance to existing and prospective businesses; assists in educating local business community on regulatory matters
Participates in the development of the Technical Services program budget; participates in the forecast of necessary funds for staffing, materials and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary
Serves as a resource for the Technical Services program; coordinates activities with other divisions, programs and organizations; provides information and resources to City officials, programs and other organizations as is appropriate
Attends and participates in organizational and community meetings as necessary; stays current on issues relative to the field of environmental programs and laws; responds to and resolves community and organizational inquiries and complaints
Prepares and presents staff reports and other necessary documents or correspondence to appropriate boards, groups and/or committees
Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, and discipline and termination procedures
Plans, coordinates and supervises assigned maintenance and operations programs and functions; monitors processes to ensure the achievement of work quality standards and adherence with operational and safety policies and procedures
Reviews and evaluates programs, processes and operating performance; recommends, develops and implements program enhancements and procedures to maximize quality and effectiveness
Investigates, analyzes and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments, improvements and solutions
Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts
Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with operating budget
Performs other duties of a similar nature and level as assigned
Qualification
Required
Bachelor's degree from an accredited college/university in Environmental Science, Business Administration, Public Administration, or other closely related field
Five (5) years of directly related environmental program management experience
Two (2) years of supervisory experience
Valid California Class C Driver's License with a satisfactory driving record
Must be able to effectively communicate in English, both orally and in writing
Preferred
California Water Environment Association Grade 4 Environmental Compliance Inspector (ECI) certification is highly desirable
Benefits
Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates: Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation: The City contributes 1% to a deferred compensation program.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental: Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two- For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays: The City observes 12 holidays per year
Life Insurance: City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
