GENERAL PROFESSIONAL V (SENIOR HEALTH CARE DATA ANALYST) - EWA, OAHU (OHHI)
NEOGOV is seeking a Senior Health Care Data Analyst in the Department of Human Services, Med Quest Division, Health Analytics Office. The role involves independently performing highly complex professional work, supervising a staff of professional workers, and leading projects to enhance healthcare analytics and performance metrics.

Responsibilities
Developing performance metrics to ensure accountability across program areas
Using evidence-based approaches to set targets and benchmarks to assess performance
Developing managed care plan reporting tools and refining the tools to enhance accountability, actionability, and comprehensiveness
Providing technical assistance in the implementation of predictive modeling tools that enhance Managed Care Organizations' ability to identify and proactively address the needs of beneficiaries with poor health outcomes and other special populations

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Basic Education: Bachelor's degree from an accredited four-year college or university
General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action
The experience must have been comparable to the General Professional IV in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled
Selective Certification Requirement (Healthcare Data Analytics Experience): In order to perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of healthcare principles (e.g., understanding of disease prevalence, populations that are high risk for poor health outcomes or higher cost), and data principles (e.g, understanding how to collect data, transform data and data fields, merge datasets using common identifiers, conduct data quality checks). Additionally, applicants must have the ability to conduct research studies and use visualization/graphing tools (e.g., Excel) or business intelligence platforms (e.g., Power BI, Tableu, COGNOS) and be proficient in writing code using statistical or programming software/languages (e.g., SAS, STATA, SPSS, R, SQL, python)
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential
Healthcare Data Analytics Experience: Applicants must possess at least one year of professional healthcare data analytics work experience as fully described in the job announcement
