Responsibilities
Prepare and review financial statements in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), or other applicable standards
Ensure adherence to all governmental reporting requirements, including the preparation of Comprehensive Annual Financial Reports (CAFR) and Annual Comprehensive Financial Reports (ACFR)
Assist with the coordination of external audits, including providing documentation and responding to audit inquiries and findings
Support the development of annual budgets and multi-year financial forecasts
Monitor and analyze actual expenditures against budgeted amounts, prepare detailed variance reports
Reconciles the central bank account monthly and prepares related financial reports. Generates a variety of month-end financial statements and makes necessary adjusting journal entries
Reviews billings and updates all accounts receivable records, records accounts to subsidiary ledgers
Serves as a backup for accounts payable and payroll functions
Assist with year-end closing procedures to ensure accurate financial reporting
Undertake special projects and assignments as directed by management
Maintains up-to-date assessment files to support collection procedures
Maintains assessment files with current information to aid in the collection’s procedures
Responds to inquiries, communicate with customers regarding assessments, and maintain relationships with collection agencies
Prepares and reconciles property tax collection reports
Maintains, reconciles, and files all sales tax and contractors’ sales tax reports
Maintains internal control functions and fixed asset records
Reviews and reconciles contractor payment requests
Calculates retainage and related contractual retainage payments
Performs other duties as assigned
Qualification
Required
Bachelor's degree in accounting or a related field
Three (3) years of experience in financial analysis or a comparable role
Possession of a valid North Carolina driver's license, or any valid driver's license with ability to obtain a North Carolina driver's license within 60 days of establishing a permanent residence in North Carolina
Strong understanding of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, fund accounting, and budgeting fundamentals
Proficiency in Microsoft Excel and familiarity with accounting systems such as Tyler, Workday, QuickBooks, as well as experience with data analytics tools
In-depth knowledge of the theories, principles, methods, and practices of governmental accounting and financial reporting
Thorough knowledge of laws, ordinances, and regulations governing financial matters
Thorough knowledge of standard statistical procedures
Knowledge of computer operations as they relate to assigned tasks including the use of various financial package applications and various spreadsheets
Ability to compile, evaluate, and reconcile a variety of accounting records and reports; ability to make arithmetic computations accurately and with reasonable speed
Ability to establish and maintain effective working relationships with city officials, subordinates, and employees
Ability to communicate ideas clearly, concisely, and effectively, orally and in writing
Ability to analyze financial problems and situations and to recommend effective solutions
