Responsibilities

Approving engineering change requests, configuration management, coordination, and implementation of new changes for COMPL-LRS products and services
Supporting Engineering Analysis Board (EAB) investigations for COMPL-LRS services, as appropriate, to determine root cause for failures and to disseminate lessons learned
Overseeing COMPL-LRS advance procurement planning, requirements documents, market research, government cost estimates, and participate in solicitation, contract award, surveillance of contractor performance, review/inspection of deliverables, invoicing, contract modifications, contractor performance documentation and maintenance of a Contracting Officer Representative (COR) file
Exercising significant responsibilities in advising management officials of higher rank of cybersecurity and data management issues
Assuring comparable equity in the assessment by subordinates of the adequacy of cybersecurity and data management capabilities
Providing personnel management to include daily oversight of staff for day-to-day tasking to include assigning work and identifying staff performance goals and preparing performance reviews

Required

Must be a U.S. Citizen or National
Must be registered or exempt from the Selective Service
A one-year supervisory probationary period may be required

Suitable for Federal employment determined by background investigation
This position requires a Secret clearance
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector
Specialized experience must include 4 of the following: Monitoring and auditing the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems
Communicating with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives
Demonstrating experience with leading projects related to information systems
Analyzing risk management procedures for information systems
Supervising subordinates by assigning work based on priorities and make decisions on work and/or administrative problems presented by subordinate supervisors
You must also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving
Education cannot be substituted for experience at this grade level
