NAVY EXCHANGE SERVICE COMMAND (NEXCOM) is seeking an Assistant Retail Finance Analyst. This role involves assisting in developing and implementing financial plans, monitoring sales and profit results, and providing recommendations to achieve financial goals.

Information Technology

Responsibilities

Assists in developing retail merchandise fiscal financial budget goals and procedures working closely with buyers and inventory planners
Applies merchandise planning and analysis knowledge to perform monthly financial reviews on small-volume categories. Identifies trends, potential growth opportunities, and areas of concern; develops and monitors action plans for the merchandising departments and the e-commerce web store
Responsible for implementing and overseeing the order approval and open-to-buy process for sales and inventory for their retail merchandise categories
Develops and performs analysis of special projects. Plans, prepares, controls, and completes management projects and related correspondence related to the merchandising financial planning tools
Assists Senior Financial planner in creating store projections. Prepares communication to the field relative to sales, inventory, and gross profit analysis
Assists in identifying aged inventory and management of no movement by recommending action to the merchants
Works under the supervision of a Senior Merchandising Financial Planner, who establishes deadlines and indicates the scope of responsibility. Incumbent receives minimum supervision, carries out the mission independently, and exercises initiative and judgment in resolving problems and executing assignments
Carries out a policy of courtesy and service. Recognizing the importance of attention required in a retailing and service organization, one should exercise tact, good manners, and courtesy when working with fellow associates and external customers
Conducts store visits as appropriate to evaluate the execution of business strategies and provide recommendations for improvement
Performs other related duties as assigned
Exercises independent judgment and approach in routine and non-routine situations. Consult with the supervisor on issues such as policy matters, deviations from normal procedures, or unusual circumstances. Performance is evaluated based on operational performance, skills evaluations, customer service, collaboration and teamwork, leadership, work quality, and established individual performance metrics

Required

Total of 4 years of experience consisting of the following: Three years of experience which was gained in professional, technical or other responsible work which enabled the applicant to gain a knowledge of retail practices; demonstrated skill in dealing with others; and the ability to analyze problems and recommend practical solutions using sound judgment
1 year of academic study above the high school level may be substituted for nine months of experience, up to a maximum of a four year bachelor's degree for three years of general experience
One year of responsible experience which provided background in: database/spreadsheet software applications; merchandising systems or similar responsible work within one or more operational or merchandising areas of non-appropriated fund or private sector retail work that demonstrated the knowledge and ability to perform the work of the position
Total of 5 years of experience consisting of the same GENERAL EXPERIENCE or OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE as indicated above
2 years of experience in the following: Procurement practices, methods, and procedures; Developing and managing an open-to-buy system; Developing seasonal financial plans; Preparation of inventory projections; Monitoring and maintenance of sales, inventory levels, and stock turns; Review and analysis of sales, inventory and profit trends; Database/spreadsheet software applications; Supervisory responsibility of human resources, etc
Total of 6 years of experience consisting of the same GENERAL EXPERIENCE or OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE as indicated above
3 years of experience in the following: Procurement practices, methods, and procedures; Developing and managing an open-to-buy system; Developing seasonal financial plans; Preparation of inventory projections; Monitoring and maintenance of sales, inventory levels, and stock turns; Review and analysis of sales, inventory, and profit trends; Database/spreadsheet software applications; Supervisory responsibility of human resources, etc
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required
